What is UAE VAT Registration?
Value Added Tax was introduced in the UAE under Federal Decree-Law No. 8 of 2017 (as amended by Federal Decree-Law No. 18 of 2022) at a standard rate of 5%. Businesses that meet the registration thresholds must register with the Federal Tax Authority via EmaraTax to obtain a Tax Registration Number (TRN), after which they must charge VAT on taxable supplies, file periodic returns, and remit VAT collected.
VAT Registration is distinct from Corporate Tax Registration — many businesses in Dubai, Abu Dhabi, Sharjah, Ajman, and RAK need both, and the thresholds, deadlines, and penalties differ between the two regimes.
Registration is mandatory once taxable supplies and imports exceed AED 375,000 over the previous 12 months or are expected to exceed this in the next 30 days. Businesses between AED 187,500 and AED 375,000 may register voluntarily to reclaim input VAT.
VAT registration thresholds explained
| Threshold | Amount | Registration status |
|---|---|---|
| Mandatory registration | AED 375,000 | Must register |
| Voluntary registration | AED 187,500 | May register |
| Below voluntary threshold | Under AED 187,500 | Not eligible to register |
Taxable supplies include standard-rated (5%) and zero-rated supplies, but exclude exempt supplies. Startups and new businesses can also register voluntarily based on expected future taxable expenses exceeding AED 187,500, which is common for pre-revenue companies investing heavily upfront. Use our VAT calculator to check where your business sits against these thresholds.
Who needs to register for VAT
- Mainland businesses in Dubai, Abu Dhabi, Sharjah, Ajman, and RAK exceeding the AED 375,000 mandatory threshold.
- Free zone companies in IFZA, DMCC, Meydan, SHAMS, and JAFZA making taxable supplies in the UAE.
- E-commerce and online sellers shipping goods or providing digital services to UAE customers.
- Importers and exporters whose reverse-charge and import values push them over the threshold.
- Businesses that voluntarily choose to register to recover input VAT on startup costs.
- Groups of related companies wishing to form a VAT group for consolidated filing.

Businesses must apply for VAT registration within 30 days of exceeding the mandatory threshold. Failing to register on time is one of the most common and costly VAT compliance failures for growing businesses in the UAE.
| Non-compliance | Penalty |
|---|---|
| Late VAT registration | AED 10,000 fixed penalty |
| Failure to display prices inclusive of VAT | AED 15,000 |
| Failure to issue a compliant tax invoice | AED 5,000 per invoice |
Check your specific exposure using our penalty calculator before deadlines pass.

Free zone VAT registration: IFZA, DMCC, Meydan, SHAMS, JAFZA
Free zone status does not exempt a company from VAT — VAT and Corporate Tax free zone treatment are entirely separate regimes. Companies in IFZA, DMCC, Meydan, SHAMS, and JAFZA must assess taxable supplies the same way as mainland businesses, though Designated Zones (relevant to some JAFZA and DMCC warehousing activities) have special rules for goods movements that affect VAT treatment.
- IFZA consultancy and services companies: standard VAT rules apply to UAE-based clients.
- DMCC commodity trading: Designated Zone rules may apply to certain goods transactions.
- Meydan e-commerce businesses: VAT applies on UAE customer sales; exports may be zero-rated.
- SHAMS media licences: standard-rated services to UAE clients, zero-rated for qualifying exports.
- JAFZA logistics and warehousing: Designated Zone treatment can affect whether VAT applies on goods movements.
